I n C- Process Control for Oil Transfer from Offshore to onshore//

I'm totally blank when we are given this part 2 of the Group Project for Instrumentation and Controls (I n C). We are expected to DESIGN a PROCESS CONTROL!Walaueh, I don't even understand his lecture on the Process control, and now he want us to design?I really don't know how to handle this case..except if i have the design for the present process control from companies like Shell and Petronas. But all these all P&C documents, impossible that I will be able to get it. What to do?

Project Question:

For pressure line filters, the clogging indicators show the pressure drop between the filter input and output. In tank or block mounted return line filters, the backpressure downstream of the filter element is measured. Clogging indicators must be able to be screwed into filters at any time as an afterthought without a lot of effort.

Please design a control system for an oil transfer pipeline from offshore to onshore, indicating the type of instrument(s) and filter(s) of your choice. State the type of control system (i.e. either open or closed-loop)that you have designed.
State your assumptions in selecting the instruments and filters for a fast-acting control system in case of blockage along the line due to clogging.
